Changes to the pre-removal risk assessment for Hong Kong

Individuals from HK who received a final negative decision from the Immigration and Refugee of Canada or the Federal Court, or a final PRRA decision from Immigration, Refugees and Citizenship Canada (IRCC) on or between November 13, 2019, and November 12, 2020, are eligible to apply for a pre-removal risk assessment.

Normally, if an application for a PRRA was rejected, abandoned, or withdrawn, they are not eligible to reapply for at least 12 months. However, given the conditions in Hong Kong, many individuals are in a risk situation. As such, some are now exempt from the 12-month bar on applying for a PRRA depending on the decision made on their refugee claim. Unfortunately, individuals from HK who received a negative decision after November 12, 2020 are not eligible.
